 | This is a simple issue. There is a significant source of pollution less than 33 yards to a clean water aquifer in the City of Corona, California. You would think that the parties ("Players") that did not leave it there and cover it over with conrete would do everything within their power to find it and clean it up before it could pollute a clean source for drinking water in Southern California. The surprise came when the Calirornia State Water Control Board under the immediate direction of Governor Schwarzenegger wanted to leave it alone and monitor it with the current monitoring wells in place that are there due to an already leaking gasoline containment system (see State Water Board). I asked the Governor to express California's desire to Shell that we want the site tested and cleaned up as necessary. He ignored that plea (see Swcharzenegger). The state and local water boards did everything they could to frustrate the discovery of the truth. It was like pulling teeth to even get them to admit that they did not give any authority to leave the equipment in place. I later come to discover that they operate under a "voluntary compliance" program with potential polluters that renders them virtually useless in enforcing much of anything (see Voluntary Compliance). Under "voluntary compliance" it becomes extremely hard not to collude with a significant financial source for carrying out your mandate. The indiviual citizen gets marginalized rather quickly and it is extremely difficult to get redress of problems if the "polluter" has no interest in cooperating. Dean Florez, a Califonia State Senator knows first hand how that feels (again see Voluntary Compliance). Unless and until there is significant exposure in the media, polluters have little incentive to clean up their mess (see Problem Defined). "Voluntary Compliance" actually doesn't serve anyone well as it can lead to a "pattern of avoidance" that gets hard to correct on either side of the regulatory fence (see Pattern of Avoidance). SeeitReal.com believes that is the case here. Shell has a greater incentive to not discover the truth and under "voluntary compliance" why should it? Unless and until there is significant public exposure or when another party can do a definitive test (see Riverside County), this issue goes Shell's way and they skate on any responsibility Shell may have for cleaning up some number of the 13,000 Texaco stations. That Shell would choose not to coopertae with the Riverside District Attorney. who is investigating this as an environmental crime, is telling. Often a "fraud" is determined by the missing element. In this case the missing element is a "definitive test," not the "failed test" Shell conducted. A failed test tells us nothing and lets Shell off the hook (see District Attorney). It is only with the discovery of the truth that the right actions can be taken. SeeitReal.com only wants The Players to respectively do the right thing and clean up the two stations in Corona so that the rest of the 13,000 Texaco stations can be tested and cleaned as necessary. SeeitReal.com believes Shell willfully conducted a fraudulent "failed test," because all it would take to prove that allegation wrong is to do a definitive test and settle this matter once and for all. The fact that Shell Oil hasn't conducted that test, or even tried to conduct a better test, is "logical evidence" of the fact Shell does not want the truth discovered so that they will not have to clean up some number 13,000 Texaco stations. Why else would Shell not want to do a definitive test when the District Attorney is investigating an environmental crime at a Shell location?
