If major oil companies are allowed to sell all their locations and only deliver to "open dealers," it will be impossible to assign environmental liability to any oil company, like we can now. Shell knows this and is dumping all its service stations accordingly. This amounts to the greatest premeditated shedding of environmental responsibility by any corporation in the history of the United States. Shell is already over 2/3rds through the largest mass sell off of service stations in US history. This issue needs urgent media coverage (see Problem Definged). This story has not been covered yet and is ripe for aggressive reporting. There are a lot of unanswered questions that need to be asked of "The Players." The number one question is why it is it so hard to get the Lincoln Avenue Shell station tested and cleaned if Shell has committed to remediation once the abandoned equipment is located? Why isn't anyone asking Shell to do a definitive test and not just one that "failed due to concrete thickness and rebar?" That's like saying I can't take a picture with a broken camera when there is another perfectly good camera right next to you that can take an even better picture. Why not use it? Or like saying I can't write this story because my pencil is broken when you have a pen in your pocket. It just "doesn't pass the smell test." So jump in. the public wants to know what big oil is up to and what they get for their taxpayer dollars from public officials. Update August 14, 2007: Riverside County has conducted a "test" via an "outside consultant." The "test" came up "inconclusive." SeeitReal.com openly claims this to be incompetent due to the authorities not understanding the latest detection technologies. An above ground GPR test done by IST Labs can be conclusive if the chips and snack gondolas are moved so a competent test can be performed. Isn't protecting the adjacent aquifer important enough to move the chips and snacks in order to do the right 3-D GPR test? The Riverside District Attorney has contacted IST Labs and was arranging to do the right test. Some input to the DA's Office from the press would be helpful see District Attorney.
