This Department has been proactive but so far not competent in conducting a definitive test

The Riverside County Health Department is what the District Attorney said was the primary mover in their investigating the acts of Shell Oil and Satish Chopra in this matter. However, to make sure this issue does not stall in the Riverside District Attorney's office, it needs professional and definitive action from the head of the County Health Department. This is an open plea to Susan D. Harrington to move this matter along (see Problem Defined and District Attorney). In April, this site's author sent you a letter requesting disclosure of the County's 'Work Plan" and test results. You so far, have openly refused to respond in violation of the public disclosure laws of California. A failed non-definitive test has exactly the same effect as no test. Accordingly, a failed test only serves Shell's interest (see The Right Test). It does not serve the interest of the Riverside County Health Department and its constituents. The citizens of Riverside County need your help and continued support to insure the right tests are done and that the right actions are taken.  

 

Update: Riverside County Health hired an "outside consultant" who conducted some testing that came up "inconclusive." That is not a result that indicates competence when this website offers a good 3-D GPR test via IST Labs. Why not use the lab that the only person to bring this to your attention has faith in? (see The Right Test). IST has done work for Shell Oil and is currently doing extensive work for Chevron (see here). Left is the level of detail you should have gotten in your GPR test. For the record, I find it offensive that a public official would break the law and refuse to release information SeeitReal.com requested and that you are legally mandated to provide. If you are not protecting Shell Oil given the million or so your department received under a $6.5 million dollar settlement, why did you refuse that request? (request here). Sharon Boltinghouse, UST Program Supervisor, Riverside County Depart. of Environmental Health

Sharon Boltinghouse is Shell's contact for underground leaks in Riverside County. She is included here as a means to establish a public record of what the Riverside County Department of Environmental Health does or does not do in regards to Shell cleaning up Satish Chopra's stations in Corona. It is my understanding that Shell did a GPR test and that the test failed. It is SeeitReal.com's contention that the test failed only because it was beneficial to Shell and not because a definitive test cannot be done (see More Shell Players). Without public scrutiny, Shell Oil will only do what is in Shell's own interest, even if it means leaving a contamination source 957 feet from a clean water aquifer and selling the land, building and equipment to the same person alleged to have maliciously left it there to begin with. As this issue progresses, more will be added to this section as the means to track the "favors" or the "progress" in cleaning up the problem (see Problem Defined).

John F. Taglione, Supervisor & Vice-Chairman, Board of Supervisors

I never heard from John F. Taglione. He did not respond to any correspondence sent to him. I can only assume he intended other recipients to handle the matter. It would be nice if he could weigh in on this issue and facilitate its resolution.

 

Perhaps he shouldn't leave his reputation and career in the hands of others when he should be handling significant issues under his responsibility himself. So far, it looks as if John Taglione has better things to do than to be concerned about environmental issues in his district. He should not have to be reminded that Issues of this magnitude need at least his acknowledgement. Otherwise he is simply "missing in action" and not living up to the mandates of his position. Read correspondence with John Taglione here.
